You can see how easily confused the phrase "west of the Delaware River" in the 1681 charter could be when used to describe the land grant to Penn.
The original charter expressed two options for the northern border 1) 43 degrees latitude and 2) headwaters of the Delaware River.

Penn arrived in 1682 and established 3 counties for orderly governance.

The tan star is where the Yarnall brothers settled in 1683.
